Human shields seem to be the norm for operations in the Middle East and to the extent that they're successful, they only encourage more human shields. The only value a hostage has in what it makes the other party do. Therefore hostages should be shown to have no value. It sounds cruel, but it's really the only way to bring change in a practice that Saddam Hussein and many other dictators have made 'normal'.
Pro-Gadhafi troops perched children on tanks to deter NATO attacks, human rights investigators said in a report on Tuesday. It was part of a pattern of rapes, slayings, "disappearances" and other war crimes that they said they found.
The report by Physicians for Human Rights, titled "Witness to War Crimes: Evidence from Misrata, Libya," is based on interviews of residents in the embattled city of Misrata conducted in June.
A popular uprising in Libya in February against Gadhafi's 42-year-old rule resulted in a civil war with rebels backed by a NATO bombing campaign from the air starting in March.
"Four eyewitnesses reported that (Gadhafi) troops forcibly detained 107 civilians and used them as human shields to guard military munitions from NATO attacks south of Misrata," said the PHR report.
The Libyans will stop taking hostages when they learn that nobody cares. The US Military prepare(d) pilots for these eventualities through different means. One was the Jody Call - running cadence. I'll share a few here.>>WARNING<<

All too often, Americans have come to view war as a video game or a film clip on the news. "The Progressives" always want to have a clean war where we kill them off by peaceful means. Sadly, as with all things attached to the progressive movement, it doesn't wash in the real world.

Two different theories on this.
US generally does not negotiate for hostages, reducing the value. Although the Iranian hostage crisis had our full attention.
Jewish values determine that each life is priceless, and should be saved or redeemed at any and all cost; all hostages should be redeemed if possible.
Complete dissonance. Not sure what the "right" answer is. But I can tell you there is nothing lower than a grown man who straps a child to his tank to try to save his own miserable skin.
Opus #6 - Israel does not negotiate with hijackers or hostage takers --- unless one considers the Entebbe Raid, negotiation.
How about Gilad Shalit...his life is priceless, but negotiating for it will cost other fathers their sons.
Israel is a secular state in many ways. Jewish values and Israeli political decisions are not always similar.
And I'm not saying that is wrong. Israelis need to be tough. But the religion states a different ideal, as do other religions.
Opus #6 - I believe that Israel's security decisions are based on experience from real-world problems. Religion deals with a perfect world usually and the world is not perfect nor are the people in it.
Race Bannon - Hamas asked for 1000 Palestinian terrorists in exchange for Private Shalit. If the Israeli Govt could repatriate him violently, it would. In years past they've swapped many thousands of enemy combatants for one or two of their own soldiers. But in those situations, their and the enemy soldiers were operating under conditions covered by the Geneva Conventions. Shalit was kidnapped and is being held for ransom. So his situation is different.
Israel will do what Israel does, but giving value to hostages only makes the matter worse in my studied opinion.
