It's not a new concept.
It has been tried before ----->
The GIVE Act (Generations Invigorating Volunteerism and Education Act of 2009) provided $6 billion over five years to fund what is essentially "community organizing" for the Democratic Party. This is in addition to the $4 billion that ACORN received under the "Stimulus Package". The tidy sum of $10 billion is only a drop in the bucket when you look at all the little pork projects that have been individually funded for the benefit of forming the new ObamaNation.
The GIVE Act also funded a civilian security program provision that has not yet been implemented. Though people have said it's absurd that it would happen, in 2008, Mr. Obama said,
"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that is just as powerful, just as strong, just as well funded." (during a Colorado Springs rally)
So to some extent we need to examine what Mr. Obama means by that. Obama supporters say that it means that we need to allow ordinary Americans to add to their own security by volunteering. Lee Cary of the American Thinker said, "Senator Obama aims to tap into the already active volunteerism of millions of Americans and recruit them to become cogs in a giant government machine grinding out his social re-engineering agenda... (His words) were about turning America into one, giant, community organizer's sandbox at enormous cost to the taxpayers."
My analysis: It all comes down to whether or not you trust Barack Hussein Obama.
